Creating a New Scenario Game

When I create a new game and choose a scenario, many selector options are fixed. If there are more than one players, e.g. some of them being AI, it is still available to select the player to play, but this does not have any effect on the resulting game; it is always the player designed as "Human" in the scenario.

Whether this makes sense or not, may be discussed. But anyways there is something false about it. If the choice isn't functional, it shouldn't be available in the selection dialog. What do you think?
