Advanced buildings with just junior workers

I got multiple advanced buildings with just one junior guy in it. Next too that i got a with a senior and a junior guy in it. why are these buildings are not producing anything ?

the seniors are created from juniors by experience: build a mine, wait till the guy has advanced, then upgrade it. Otherwise you won't have seniors. Note that the control over where those workers go to work is very limited atm, this will be adressed in build 16.
