Honestly I believe it was the designers choice to make him making tools by mainly sawing things so precisely they won't need much force to make a tool.
If you want to know for sure you could write a PM to SirVer or Nasenbaer, maybe they can remember.

little did they know, the water god sunk atlantis because he was disgusted by atlantean toolsmiths using a saw instead of an hammer. that, and putting pineapples on their pizza.
