No it isn't a bug. Cloth is only needed for building ships or ferrys for barbarians. neither ios possible on this map so the buildi ng is not enabled. Edited: 2022-12-10, 14:56

I tried to play emperor against barbarians. I could not build something necessary to train soldiers so i lost time after time.

Barbarians do not need cloth to train soldiers. You might look in the in game Encyclopedia to see what buildings are needed and how much they cost. If you play empire tribe you should bedanke to build a weaving mill.

Problem solved. I got confused because tribe build trees vary. As an empire i lost because i could not find gold (found later).
