Well, for expanding, usually barriers are better because they are cheaper. But they have less vision range and healing power than a tower.

Barriers can't see enemies fortresses usually, but towers can.

Combining barriers with scouts can be helpful, but if you dont want to use the scout adding some towers can be helpful.

Also note that the barrier's cost contains grout, while the tower doesn't, but you need stone and log for it. This is important to remember for rare situations where you lack some building material.
