Well, that was just a first order approximation, and I specifically mentioned the buildcosts of warehouses as a factor. I've looked it up, and it turns out that Atlanteans can build both plain warehouses and ports the fastest. What I didn't expect for Barbarians is how much the lack of gold delays them. Maybe if it's possible to mine 2 pieces of gold for the training camp from an empty mine fast enough, and prepare the soldiers to level 7 before proper gold production can be started, then they still can be the fastest. I also didn't factor in that Atlanteans can build both training sites with the starting gold, and that the better parallel training also favours them.
